No, This is on Skyblock. You can't enchant Wither Heads.

These are ultra rares.

Afaik enchnted items that shouldnt be enchantable are illegal yes

 

These were both enchanted by me on my enchantment table. All above board.

 

The wither heads have curse of vanishing and curse of binding on them. I just double checked to be sure they were legal to trade.

I think that option was removed a couple of years ago. I may be wrong.

 

Afaik you can still enchant certain items with curse of Binding/vanishing books, idk if skulls tho...
