Regarding #1: It has been shown repeatedly through medicine that talking about suicide WILL NOT increase the chance of someone committing the act. First common, counter intuitive misconception. It extends to even asking the person details of their suicide or previous suicide attempts such as their plan, timing etc. Doctors are told this over and over again. Of course this means tasteful talking about the subject, not belittling or insulting etc. Regarding #2: Bullying of any form is not tolerated on Skyblock.NET. Anyone who is the subject of bullying should take screenshots and make a report on the forums. You can also use the /ignore command, or at worse, just log out and go for a walk.
I know that it sounds counterintuitive but every study I've read says otherwise. The question is does causing someone to think about suicide actually cause them to be more likely to want to perform the act? I agree that it might make a few people uncomfortable to talk about the suicide, or to think about it, but that does not directly translate into whether or not they'll actually execute on it. Furthermore, the benefits of actually talking to someone who is contemplating suicide and assessing whether it's a serious threat outweighs any possible discomfort that individual might feel.
