Nothing. There should be a config file (not actual coding) that you could put specific item ID's in the chest, and you could create an item book (such as the written book) in the chest.

 

I very much doubt that there is, as it is a custom plugin.

Yes. This could really decrease amount of new player bans

 

I think this is a GREAT because it really annoying to me when green-beans ask in chat "Anyone want to trade dirt?" I'm just like "I DON'T WANT TO REPLY TO YOU! Read the rules man!" This would totally cut down on bans, bridging and greifing. This would also make it harder to become unbanned if you did something wrong, though.

I'm pretty sure the new players are gonna think to them selves, ohhh a cool item that is sparkling, I wonder what it is, then just reads it, I'm pretty sure they would read the rules more if it's in the starters chest rather then buying a book at spawn.
