The problem that I see with a themepark is functionality The only working "ride" could be a rollercoaster... not to mention that 4 islands is alot for one themepark

 

except that people can steal minecarts, and so can clag.

 

Sounds like an overall no then XD

 

Boats r cheap, water park? Idk how it would work tho and would only take up part of the island

The solution is simple-

I desert since the biome is desert, Use and make old run down trees with no leaves, 3 desert villages, cacti around the place. I don't really know c:

 

Except 1 problem with that idea is that deserts are made from sand and sand is illegal to trade and hard to get otherwise. Donor Kits allow a regular inflow of it but that is only about 10 sand a day MAX.

 

This is .ORG too our kits are much much worse than yours... although we can buy it in shop its very inefficient to buy. (would take forever to get enough)
