Mods are allowed to own ores, I don't remember in what thread @Mc_Muffin mentioned it in but there was a huge amount of arguing and the creator of the thread wanted him banned and so did two other players.

Btw mods have tons of unlegit stuff. I've seen a mod of hellblock have diamonds before, and lots of mods on .org have diamonds armour and stuff like that.
