All kinds of buckets have been removed from the blacklist on 1.19.x.
I don't think that coal is hard to obtain on economy considering that you can buy it rather cheap. You can also craft torches with charcoal.
The new shop system on 1.19.x will calculate the remaining transactions precisely.

Even if we'd add this it'd still add every account individually to the blacklist. I think suggesting a higher blacklist limit would be better,...
The new shop system on 1.19.x doesn't require space for the display item and you will be able to modify what you have/want without replacing the sign.
