It's not legal to kill players on the server, it's why pvp is disabled. If a player is asked to leave and refuses you are allowed to report them...

If he griefs, then he is breaking a rule. As far as it goes now a punishment can't be given for logging out on an island.
Simple, put lockettes on your chest, and he's not actually breaking a rule unless you've asked him to leave.
