This is why all clients don't even come with a full installation of minecraft, usually either a .jar and .json file, or simply a java executable made to install libraries and a version. Not the full game.
Some even come in mods, as you mentioned on that post. Forge is a modloader which loads in additional content, as I'm sure you already know.
All clients aren't full installations of the game - just a .jar and .json which are there to load custom libraries, additional code, among other arbritrary code which wasn't originally in the game design - but Minecraft was designed that way.
If hacked clients were illegal, that would make PvP clients (like Badlion, Lunar, pvplounge) even more worse off than hacked clients as they DO install full installations of the game and offer paid cosmetic items on top of it.
