Well because, 80% of the things you breathe are nitrogen, and saying that 60-70% of your body composed of water, you will more than likely float on water.
As for the ground with every action there is an equal and opposite reaction. Because of inertia, If you fall because of a high velocity impact, you will fall but not float because of the force of Gravity on earth. so, in fact, water and the ground are NOT lying.
