Why cant we tpa anymore? (by we i mean non-donors)

    It makes no sense. i have a shop and when i say "tpa for a shop!" only donors can tpa /=( So its not good because i think a lot of non donors would like to come but cant. I find it really annoying and would like the staff to change it. i dont mind if you disagree but im just saying
