You need 25 post to rate threads/comments. Supporting means you want an idea/suggestion to be added. (or a moderator application to be accepted.)
For suggestions, supporting the suggestion means that you want that certain suggestion to be implemented. No supporting it is the opposite of course, meaning that you don't want that suggestion to be added. For Moderator applications, supporting the application means you are in favor of that person getting promoted to Moderator. No supporting it means the opposite. As Anna said, you need 25 posts to rate.
