Remove most negatives from Members section

The negative members tab in members section isn't something we need any longer.

1) The first three users in this list are permanently banned. Many members after that are also banned. The list looks awful because of that and may reflect badly on the forums; broadcasting our banned users.

2) Negatives are only defined by rude ratings now. We have a whole members section acknowledging the top 20 rude forums users. I doubt that's important.

3) Several members were unfairly given ratings and impacts negatively on them

4) The list to some is an incentive to gain negative ratings. We don't need a top members list that encourages rudeness.

 

Support, some people feel it as an achievement to be on the list so it kinda encourages toxicity :/
