It's quite rare when cyp does it so don't get your hopes up if you post a thread in the Donator and donation issues section (found as a subforum under Help). It sometimes gets done if the player for some reason can't use that account no longer and needs it transferred. If you're trying to get it transferred from another persons account to a friends it will not work and they'll have to donate for it themselves because if everyone could do that it'll make it so there's no point in donating when you can just get the rank from someone else's.
