Okay so I dunno quite how to put this but here goes:

What do you want?:
Obviously it is very difficult to force people into playing by the rules and the "I didn't know" excuse is used a lot. So my suggestion is that before you can go to your island or join you spawn in a corridor with rules and basic instructions like deleting the island and auctions and you must get to the end before you get the perm (in which I know may become complicated). I have, however, noticed several servers doing this and seemed to have a good effect

Why would this help?:
This means that people will read the rules in a casual manor and will understand why some items are illegal and whatnot and for those who do it anyway, you will then, from a matter of opinion, be able to take appropriate action as they will know the rules already.
