I'm not sure if this has been suggested here before, but I suggest there be a neutral rating on moderator applications and suggestions. Not much else can be said.

Not hard to add another rating and could help people see the spectrum of support, no supports and neutrals

Neutral means you don't care. If you don't care, you shouldn't rate or comment. It's as simple as that.

 

Neutral means maybe.
Like, lets say I suggest we remove the rude rating
I could get a neutrals because they may like it but may not want it.

 

Your example doesn't support your point. If someone likes your suggestion but does not want it implemented, they don't support it.

Neutral, by definition means "I don't care."

First off, no it isn't. And even if it were, you can then support/no support once you've made your decision.

The entire point of the support system is to show your support (or lack thereof). If you don't have anything useful to say, don't say it.

People don't care if you don't care. If you have something to say, you say it. If you don't you don't. It's a simple as that. If you're indifferent, others are indifferent to that opinion.

It's not that complicated.

 

Support of course, this comes in very very handy.
