So I've noticed some give neutral support on threads, while others give partial support.
Do these phrases mean the same thing?

    I guess not.
Partial support is like I support you, just not fully yet.
Neutral is I guess when you aren't going to support nor no support something.

Not really. Say I'm giving you 80/100% support. Neutral would be 50/100%

That is just how I think of it but yea

To me neutral means that I am impartial. I am not giving support, although I am not saying no support at the same time. Partial support means I am supporting, however there are some Cons which I am considering as well.
I think this is what Bossgamer and ~Agent~ were saying...

I'd say they're basically the same.

I would say neutral is when you're in the middle. Partial support means I support but not completely.

Neutral means they are not giving support
Partial is like 25% or 50% support,
    Hope this helped!

Depends. Are we discussing Moderator Applications, or Suggestion posts?

For Suggestions the "partial support" might mean the idea is good, but needs a change in some way. Hopefully whoever is riding the fence like a splinter fetishist will detail exactly what they think needs to change to gain full support.

For a Moderator application this is meaningless and passive-aggressive. The options are Support and No Support. Either you want to see this person as your lord and master or you do not think they are "Mod Material". Saying partial support is how you tell someone they're not good enough but avoid getting them upset by clicking the red button.

Either way a "neutral support" is a hilariously funny concept. You posted to say you don't have an opinion? Make sure you chew while eating there, friend.

Anyone giving neutral support doesn't quite get the meaning of neutral, but since they added in the "support" part it leads me to believe it is basically partial support.
When somebody is actually neutral, they take zero side; no positive nor negative feeling towards it. Support on the other hand is always a positive thing, so partial support is likely siding with it but just not fully, hence partial ofc, and as Myrmidous said, if its because they feel something needs to be changed a bit, hopefully they will post why and give some insight on it.

Neutral is meaningless. It's like putting N/A in a ticket field.

Partial is just saying 0-100% in words.
