Technically he didn't break any laws, since auctions on .NET aren't binding, since we don't have the plugin.

What was your bid, and did he actually take item off off you?

I'm pretty sure the auction owner has the right to discontinue the auction if the bid is too low. Some are modest and will accept the bid, though not all are.
