Sand generators work from a minecraft glitch, which was repaired, so they do not currently work. Therefore their legality isn't so much a factor. Right now there is a working glitch which allows sand gens in the 1.8 snapshots, but there's a very real possibility that it will be fixed before 1.8 is even released. If sand gens do work in 1.8, I'm sure that their legality will be addressed at that point (since we have no idea when that even is, and it might be fixed before that point). I believe the old rules on sand gens were that they were allowed for personal use sand, but it was illegal to trade. Though this may be revisited if the glitch is still working when 1.8 is released. I assume this is about org, since you mentioned the admin shop. Unfortunately there is not currently any legal way to get more sand or glass. Sorry about that.
