My games are smaller than your games Sea of thieves isn’t too big, rocket league isn’t too big I don’t think but I can’t tell because I can never find the game files, Minecraft is small, planet nomads is small, terraria is small, heck, half of those I just have on a flash drive
Idk about all those super graphics cards, I just wanna be able to play rocket league and sea of thieves at 60fps 1080p with high settings Currently I can get 30fps on sea of thieves with minimum settings.
The super graphics cards are good, but they don't have a big leap in performance. You will get a decent increase between both as shown in my ss.

dual fans > single fans. Better cooling and less chance of it wearing out faster. I would go for the 1660 from Staples if its still in stock otherwise best to get other parts of your build and wait till gpu prices fall.
epic. This summer, we may get a 6600 xt/6500 xt or a 3050/3050 ti; all four of those would be within your budget and get you the performance you need
so apparantly for the games I want to play, all these cards are way way way way overkill. in fact, even a 1070 is overkill. so i might be finding a cheaper route so that I don't waste money on stuff I don't need, because it appears I don't need all these expensive ones although heck, every card is a million dollars right now imma try and get the cheapest 1660 super as possible, under 280
At the moment, good luck finding a 1660 super under 280 the cheapest ones I can find are at least 350+ For the same price you can get a used RTX 2060 or 2070 (in my area at least) for the same price. If you want a graphics card right now go used and buy it from a person. You can use ebay, offerup, etc. Otherwise get all your parts right now with the exception of the cpu and graphics card.
If I may suggest...Buy used, it will give the biggest bang-per-buck on performance and allow you to spend on parts that actually matter (i.e. GPU, monitor, anime headphones, etc) For example, here is a listing I found on Ebay Gaming HP Z230 SFF Desktop PC i7-4790 16GB 256GB SSD+1TB Win10 wifi HD6450 | eBay GPU is pretty trash and will need to be upgraded, but for $300 you get CPU, I7 4790, capable of running current games since most AAA games are mainly GPU-intensive with few exceptions. Main problem is that it cannot be overclocked. 2nd problem (mainly for AMD fanboys) is that it is Intel but if you are looking just for cheap single-quad core performace, then used Intel is the way to go. 16 GB DDR3 Motherboard, also has wifi which the ASRock B450M you linked does not come with. 400w PSU, might need upgrading depending on the GPU you plan on getting but the 6450 it comes with draws about 180w on max usage while the RX 580 draws about 160 max usage so you would not need to upgrade the PSU in that case PC Case (no RGB) CPU cooler (Most likely stock cooler) 1 TB HDD WIN 10 OS (unless you plan on pirating windows) This will give you enough free space on your budget to get a a killer GPU even at current prices.

If you want you can try microcenter. I like them a lot because they have some competitive prices on a lot of products.
i think my plan was to try and get a graphics card and use it on my current rig, then earn as much money as possible this summer so that I can spend more on the rest if I am patient
just found a new gtx 1660 for 210$ - do I speed buy? I think I do, its a 11532 on passmark and supports ray tracing so I can have a blast in bedrock edition minecraft
I would avoid buying it. AMD and Nvidia have yet to release their cheap new GPUs, and 210 is the MSRP of a year and a half old GPU. If you are in desperate need of a GPU, sure, but otherwise wait.
