With ore generators being (essentially) nerfed, and since coal ore is the only ore not easily obtainable elsewhere (i.e kits, crates, etc), my suggestion is to add wither skeletons to the mobs we can set spawners to.

This is simple to implement and adds a way of getting coal back into the game. Thanks!
