Add a cooldown to /newisland and/or /newisland replace

i would disagree since all those people who need to restart cuz they do it wrong :/ thats the down side

 

Support. As much as a cool down could be annoying, it would slow down island farmers.

Another possible idea would be to have a maximum restart amount, although that could cause some issues further down the line, and become an issue for mods to have to sort out.
