You're clearly making that up, lots of staff have punished for revenge rating. When a mod revenge rates, it's perfectly fine but the second a player does it, it's revenge rating?
Mods have punished for it before but yeah I remember exstat saying it wasn't a thing. Still that definitely makes the particular staff (and the staff team in general) look bad if a moderator actually went and gave a revenge rating.
