As for the control panel one, taking a gif of that made me realize it was showing that specific tab offscreen, so I changed display settings and that works. I'll get back to you if search starts working

Troubleshooting:
Hold down the Windows Key + Shift + C. Does Cortana start?

NO?: Hold down the Windows Key + S. Does the Search box appear?

NO?: Hold down Windows Key + R. In the Command Prompt type out:
%ProgramFiles%\Windows Defender\MSASCui.exe

This brings up Windows Defender. Click "Update Definitions", switch to "Full Scan" and hammer "Scan Now" like a nervous father opening a paternity test.

Cortana does not start, the search box appears but I can't type in anything. I have no files for cortana and have no idea why.

Go for the Windows Defender scan and full system file restore.
