It's a program called PaintTool SAI. I LOVE ITTTTTT!! It processes blending of colors very well, as opposed to photoshop that just plops one color on top of the other at varying transparencies. It's also a lot less laggy, and you can rotate the canvas to any angle you like, so it's much more comfortable to draw lines. After painting most of it I bring it back over to photoshop for "final touches"
It's $50 but I remember using it before I got the paid version so there's either a very good trial version or it's easy to get a cracked one, I don't remember which XD It was very long ago

I don't know about any tutorials, I mostly only use the brush and eraser tools and was too lazy to learn anything else XD The layers and folders work the same way as photoshop. The brush is amazing at blending colors, you'll pick it up quickly The one useful thing I can tell you is that your "delete" and "end" buttons on the keyboard rotate the canvas.
