Yes. Attempted killing is not permitted as well. It is irrelevant if the person doesn't die. Much like how attempted murder in real life is punishable and just because they didn't die, doesn't mean no harm was caused

I shot a dude 12 times w/ a gun and he was in intensive care and rehab for a year, but he didn't die so I shouldn't get punished!!!! Right?!?!?!!?
