You must get to 25 messages before being able to rate posts. Once you are able to rate posts you should be able to scroll over the right side of the message to see the ratings.

Yeah, did you get a new forums account? You need to have at least 25 messages to rate stuff. This is enforced because of rate abuse. The staff team doesn't want people to make alt accounts and rate abuse people. This is only so people don't get rate abused. Also, don't keep on posting threads just so you can get messages.
