Entity, first off he wasn't talking about them not meditating his trade. Second it's their job to meditate your trade if asked.

What I'm saying is he coulda asked a mod to mediate the trade.

I didn't think I needed a mod for the trade, since I thought I would be refunded.

Considering it was that big of an amount of diamonds, you should have recorded it/asked a mod to watch over the trade.

Big refunds generally are refunded by cyp. With proof e mods can ban the player and hopefully retrieve your diamonds but if they can't it isn't their job to refund you; they help moderate the server, but they are players too. Try asking a mod to contact cyp for you or try contacting him yourself.
