Ex-moderators are completely equal to players who haven't moderated the server before. If there HAS to be inequality, more often than not ex-moderators should be less likely to be given it, seeing as they were demoted or they left the role for a reason. But, as I said, they are equal.

I know, im just saying a mods job is getting boring. Back then mods had no time to talk in chat, hell we had no time to even place down a block on our island. It used to be more of a challenge. Mods these days have like 5 minute intervals between messages when someone needs help.
