You don't have to pay in US dollars. I paid for my upgrade in AUS dollars, not US dollars. You just pay in whatever currency you have through paypal or whatever. I'm really sorry, but very few are lucky enough to be gifted with ranks, after all people don't have much of a tendency to give money to randoms on the internet.
This person is asking someone gift them a rank. Also asking for someone to donate for free is not looked upon highly. You should at least offer in game items for your rank. You can create a thread in the trading section for this.
