he only counts the second one, and the order of people in the 2nd one randomly changes. so its down to luck...

If I'm not mistaken, it is not sorted randomly, rather it is sorted by the order in which the votes happened (ex: first vote of that number shows up at top, then second below it and so on...).

That is what I have seen from my experiences, though perhaps I have seen incorrectly.

Either way, I am very upset about this outcome, though as I mentioned before, congratulations to those who won regardless.

not a glitch, you just have to time it right. If you vote in the minute or two right after the vote resets for the day, but not for the month, you can get an extra vote into the month, so basically 32 votes in a 31 day month.
