Well recently I've added another cypriotmerks's head to my rares . I've noticed something weird though; why don't the heads stack? They're both the same head. I won't show screenshots because of my laziness, but they're both the same. Any ideas on why they won't stack?

 

They may have different property values. They just won't show on the screen. For example, durability, even though it doesn't exist on heads.

 

Is one Merks and the other Merkz? that'll cause it

Btw, are unplaced heads stackable?

 

No items are stackable in Minecraft if any changes were made to them. For instance, there're 2 empty books. One person opens one, writes 'Hi', then erases it to make it empty again. Even though these 2 items are perfectly same now, they won't ever stack together again.

As for the heads, since they were created by a plugin, they may not stack, depending on how the plugin's coded.
