This shouldn't be in this section, I'd say move it to discussion, unless you're willing to fill out a report.
If it's grief he should report it.. if it's not a report, then it has to do with the server, therefore, should probably be in that section.
Off topic can be anything including things that are server related but not overly relevant. Depending to the type of server chat he wants. Eg. I would put pictures of my island in off topic because I want a light hearted convo about my island, however if i made the same thread in discussion I would want it to be about suggestions so it keeps the topic serious. When something is server related the person can choose either section to achieve a certain goal. Hence why I have seen plenty of server related things in off topic, so the conversations and replies can be more fun.
