Back in the day people were able to buy gravel I believe. However now, they are considered illegal to trade which means there are no legal ways to obtain gravel unless you happen to coop with someone who has gravel.
First of all, this should be in Help. Moving it. Secondly, gravel was once available at /warp grass, now it is illegal to trade, as well as flint, so new players should not be able to get it. If you share with a coop member who has it, you will have access, and that's about it. Has this answered your question?
On skyblock.net gravel is illegal to trade/sell, but legal to own. On skyblock.org gravel is legal to trade/sell/use. Gravel is not sold anymore on either servers, though other players may sell it on .org, but gravel is no longer obtainable on .net.

Some people have it because they kept it from when they were able to buy it. Lets say you had a lot of enderpearls and then enderman were taken away from the game. You still get to keep the enderpearls you had originally, but you are unable to get more than what you already have. That is how people still have gravel. Also noting that gravel is legal to own, so no one would have it confiscated or removed from them.
