Note block plugin permissions tweaks

    I know today or yesterday Cyp added the noteblockplayer plugin we should be able to do /play me (song) (me meaning play to yourself) I don't think it would decrease server tps and it should be accessable by donor100's+

    I think this would get a bit out of control wouldn't it? I mean, everyone would be requesting songs since there are many donors. Furthermore, its a whole server plugin so they entire server would listen (correct me if I'm wrong). It would be a problem if most of them didn't enjoy the song choice or if the song choice isn't exactly appropriate. It seems like a great idea in theory but once you think about it, you might want to halt.

    It'd either need to be available to everyone or no one. It cannot be a donor perk because of;
