When i join the server i spawn inside a block and i cant go anywhere i tried to make a new island with /newisland but it says that its not allowed in this area

 

This means you are stuck in the block at spawn. A mod can teleport you out of there.

 

i cant use any commands or type how do i get a mod to tp me out of there

This also has happened to me on .net. That little structure over the spawn with those redstone lamps and stuff. If you get stuck inside you cant use commands or chat. I had my friend on skype tell a mod to tp me out.

 

This happened to me just now >.<

 

You cant because at the centre block it doesnt let you type commands.
