The fact that you can still obtain it by mining placed parrot spawners means that it's less rare than I thought sadly. The other rare Spawners like Pigman, Slime etc are not obtainable as an item anymore, they just turn into Pig Spawners once you mine them. I would still consider it quite valueable but its not a 1/1 or a 1/2.
