Extremely easy to farm dirt with the current cool down with these times. Please make it harder to do so by increasing the command cool down.
There are ways to monitor this by staff, the reason the cool-down is as low as it is, I believe a couple of reasons, people like to make mapart and to make mapart you have to find a centered island which requires making islands over and over again until you find the right one, also players like to make island chains (2x2 island blocks etc) so may need to make islands again and again in a short time. The cool-down isn’t the tool to prevent island farming, from my understanding staff have ways to see who is making islands over and over and can assess and ban if needed from that. Neutral.
I do agree with Leo here. There is pro and cons for everything, but I think the cons are too many if the cooldown would change. As there would be too many people complaining about it being too difficult making 2x2 islands, finding mapart islands, etc. I believe the way it is now have worked fine, from personal experience.
It is extremely easy to fool staff and get under their noses. Not due to inherent staff "incompetency" but that they are human and are not online all the time and do make mistakes. I have personal experience with island farming and obtained upwards of 2 double chest relatively quickly. Although im sure there is a way to compromise and fit your issues that you listed into this suggestion.
I agree dirt farming is too easy. As staff don't seem to care about eco, it is quite easy to build up a massive farm without having to pay once for dirt. This whole issue would be solved if staff would spend more than 5 minutes of actively playing on eco. Not a command issue rather a staff issue
Whilst this is a valid point, searching for a mapart island, or trying to get a 2x2 or even a 2x1 island should be considered a privilege. Less than a quarter of the player base would be deleting their islands over and over in order to gain a 2x1 or a maprt isle, whilst many new players would reset the isles simply for its resources to gain an advantage from. Increasing the island reset time would discourage players from island farming for one, and give a better incentive for those that do want to find a new island. If it were meant to be that easy to gain a double island, then everyone would be doing it and that wouldn't be fair for newer players also. Waiting an extra half hour or 40 minutes to replace your island wouldn't affect those that simply want a new island, but it would teach some patience to those that are searching for multiple new islands whilst discouraging the island farmers from restarting multiple times over Edit* I don't know how long the cooldown is, I just gave it as an example of how an extended cooldown could work
I believe getting 2x2 islands etc has become apart of the skyblock culture. So has mapart islands. Therefore you’d destroy the culture of skyblock by increasing it, especially that much. 40 minutes is extremely long to wait, I would understand you’d argue for 5-10 minutes which would make island farming tough. But 40 minutes is extreme. As it’s a big part of the skyblock culture I believe it’s here to stay
Perhaps a deterrent that might shake off the new peeps from farming would be a cost to making a new island that increases each time you use it until the cost outweighs the dirt gain.

I don't know the isle reset cooldown, as I don't island farm lel. 5-5 mins sounds fair to me though, I just gave my answer as an example of a scenario, but even so, a 2x2 isle or mapart island, whilst part of skyblock Culter as you say, isn't an essential part of skyblock. Very few members have the privilege of owning multiple accounts to then take up an extra 2 or 3 player islands for themselves. For the people that are searching for that kind privilege, then surely they'd be willing to wait for the extra perks that they get for it. Meanwhile deterring those that reset over and over for illegal resources. For that reason I'd support a longer cooldown
