Seeing as any head is currently worth a lot, especially on eco, wither skeleton skulls would be great to have, even if they couldn't spawn a wither! Or, you could make it so the wither cant grief, cant leave island border, and a wither cap of 1 per island! They could be used on armor stands to make environments with "people" that don't cost hundreds of thousands to make. And of course, my personal favorite reason, it would unlock an exponential amount of banner possibilities! Of course they should drop from wither skeletons as normal, maybe change the drop rates higher or lower depending on how staff sees fit. That's my first forums post!
