I think that only helps with humidity related issues. (Due to the heat of the rice, the water evaporates and the rice absorbs that water, removing humidity.) So if you dropped a computer in a pool or something, it would be advised to put it in rice unless you want to pay a lot of money. (Also can't wait too long because mold or stuff might grow.)
I run a (very small) business repairing PCs etc and 95c is hot for a desktop, but laptops are pretty normal with that stuff. As long as gaming performance isn't suffering, your laptop should be fine. CPUs prevent damage by slowing down when they overheat, so you should be completely fine. If you wanted to, you could buy some thermal paste and reapply it underneath ur fan, but dw too much abt it.
Maybe thinking of cleaning it or changing the thermal paste on your processor would help your heat issues. 95°C is pretty high considering you laptop is 5 years old.
