Eh, gaming wise I'd go with Intel as games are typically optimised better for Intel. If you want to get AMD, I'd go with a ryzen 2600 build. PS: This is for CPU, not GPU. I use an AMD GPU and it's beastly.
Also, if someone is willing to spend $700 on a gaming PC, I'm going to assume that they want it for 'general' gaming, as in playing most of the new titles at high settings.
Well, ram speeds don't affect performance massively so if you are on a budget, the build I gave you was perfectly sufficient for you needs, and you won't really notice the difference between 3000mhz ram and 2666mhz ram.

The two builds are very similar. Your performance would stay relatively close, it would just depend on the game's optimisation for AMD/Intel.
