Dirt trade is illegal to discourage island farming (so you can't trade the island farmed materials). Island farming is repeatedly restarting your island to obtain materials. Obtaining so many materials so quickly will ruin the economy.

Dirt Mafia does this explain why dirt trading is illegal?
