I am able to set my spawner to Slime and i can see them spinning around in there.

They are below layer 40, in a roomy, dark area.

any ideas what I may be doing wrong cause they don't seem to be spawning?

I'm not 100% sure, but I think the spawner might have to be a slime spawn chunk.

 

Theo is correct slimes only spawn in slime chunks.
