I mean students including my self are only going to learn if they want to learn, with laptops being used in class instead of textbooks now days you may as well let people use phones also as it can be used to help as I use it often for calculators or if I forget to charge my laptop.
I'm from NYC, which is a pretty liberal city with a bunch of ridicul0us bureaucratic policies that have to be followed to the letter. Our cell phone policy in schools, though, is up to the principal. My school lets our students keep their phones on them, but we aren't allowed to take them out in class unless the teacher wants to do an activity of some sort.
