I have tried to use /fix and /repair on my items like 40 times on mabey 10 different occasions but it has said this

 

Yes, this is a current "glitch in the system". It has been brought up by many others, and hopefully will be fixed soon.

 

A simple way to solve this issue is to rename the tool you are trying to repair with an anvil.
