Probably a JeffCiv head as of now, but you cannot trade creative items (only bedrock and sponge, I think) but heads are alright to trade.

There are many heads that aren't allowed to be traded (e.g. Wither Skull and Steve Head)

 

Check before the brackets.

I said heads that you can get from creative items are allowed.

 

You can only get those heads from creative item.
