It is legal as long as information is not distributed in an illegal way.
Doxing is taking someones personal information and giving it out with malicious purposes. No one has any reason to dig into someones life on the internet unless they're wanting to do something bad. You're basically saying if I knew your address, phone number, etc., it would be fine if I gave it out to everyone I knew. I don't think you'd be okay with that.

If your Skype was once connected to the same IP address it was before the update you can still get found.
To clarify on this, if you were resolved before, your IP(s) at that time will still be available. That's why Skype resolvers haven't left yet, not because they work, but because you can view cached IPs. If you weren't resolved you won't find yourself on a resolver.
