Think about all the things players could do being able to delete people's comments. Even if it could be made so the thread owner can delete comments in their own threads they could do things like remove posts to not take responsibility for what they posted if it is negative or to hide posts they think is unacceptable when it is acceptable, thus removing other players rights to post.
There is a reason why only mods can remove posts around the forums and it is simply for that reason. Those who wish to help stop flaming and other things can apply for mod.
