There is a modpack called OpenBlocks that allows you to do something similar to what you're suggesting. You basically stand on top of a drain on a canister which will then drain your XP orbs and collect them in a jar. Looks pretty cool.

Other than that, sounds pretty useful.

 

Support, this would be really cool.

The only concern I have, is that if you had /drain XP [amount], then you have different amounts needed for each level of experience. You wouldn't be able to drain it based on that number alone, as you'd have different bottles with different amounts in, which just makes it untidy. You'd have to state how many bottles you wanted to fill with XP instead.
