Well, yes. Donor250 is hardly worth it and barely a step up from donor100.
But donor400 is very worth it compared to the other ranks. It's ridiculously overpowered when compared to donor250 (What you get for your money wise) and all ranks bellow.
In fact: Let's say you have two donor250 accounts. Yo buy donor400 on one but want them both upgraded. What do you spend? Only 150$. Why? You can easily buy a donor400 upgrade from someone for the items you got on your first donor400.

So I agree; Either take donor400 perks away (disliked) or make donor250 better.

 

Is there a list of 400 donor perks anywhere? I'm a 400 donor but im set as a 100 donor on /list and probably don't have all the perks

Although I generally dont go on NET i would like to see this on ORG as well because i felt quite disappointed in the kit for Highroller and would like an update
