Seems like multiple people have had this odd problem. The only possible person who is able to refund you is CypriotMerks, if he decides to refund he most likely wants to see some sort of proof of owning or obtaining the head from the drop party.

Cyp has stated on multiple occasions that he won't refund rares into the economy.
If you're lucky enough to catch him in game or contact him he may change his mind.
